Summers Restaurant, the Arlington soccer hangout that closed its doors last month after showing matches from around the world for 30 years, plans to reopen in three weeks.Joe Javidara, the Maltese-born owner, told the Insider on Monday night that he has received a new two-year lease from landlord JBG Companies and is aiming to welcome customers for UEFA Champions League matches Feb. 17.
